The Union Cabinet in its meeting held on September 21, decided to do away with a 92-year old practice of presenting Railways and General Budget separately. The government decided to merge both the budget(s) together into a single one.

The government has advanced the date of presenting its Union Budget to early February. Cabinet also decided to drop the plan and non-plan expenditure distinction.
Currently, the budget is presented by the end of February which makes the implantation process lengthy, therefore, dragging it to the new financial year. Advancement of date may prove to be good for policy makers when it comes to the implementation part.
This decision would be beneficial for Railways as they will have a large kitty of funds at their disposal. It is widely expected that the Railways will benefit by the tune of Rs 10,000 crores and at the same time it will continue to maintain its autonomy going forward.
