NHPC Signs MoA For 3,097 MW Etalin Hydro Project
NHPC Limited has entered into a Memorandum of Agreement with the Government of Arunachal Pradesh for the development of the 3,097 MW Etalin Hydro Electric Project (HEP). The agreement, signed on June 16, 2026, authorises NHPC to undertake preliminary investigations for preparation of the Pre-Feasibility Report (PFR) and detailed investigations required for the Detailed Project Report (DPR).
The agreement also empowers the company to arrange financing and undertake the development, commissioning, implementation, operation and maintenance of the project.
Project To Be Developed In Dibang Basin
The Etalin Hydro Electric Project will be developed on the Dri and Tangon rivers in the Dibang Basin of Arunachal Pradesh. The project will be implemented as a run-of-the-river hydroelectric scheme in accordance with the Hydro Power Policy, 2008 of the Government of Arunachal Pradesh and its subsequent amendments.
The run-of-the-river configuration aligns the project with the state's hydropower development framework and forms part of efforts to harness the region's hydroelectric potential.
Project To Follow the BOOT Model
Under the terms of the agreement, the project will be implemented on a Build, Own, Operate and Transfer (BOOT) basis. NHPC will be responsible for developing and operating the project for a lease period of 40 years from the Commercial Operation Date (COD). Following the completion of the lease period, the project assets will be transferred in accordance with the provisions of the agreement.

Agreement Provides Framework For Project Execution
The MoA establishes the framework for carrying out investigations, surveys, financing arrangements and other preparatory activities necessary for execution of the project. With the grant of rights covering reporting, financing and long-term operations, NHPC will be responsible for advancing all stages of development of the Etalin Hydro Electric Project.
The agreement marks a key step in progressing one of the largest planned hydropower developments in the Dibang Basin from the investigation stage towards eventual implementation.
