Indian IT Major Expands Eastern Europe Footprint With 90-Plus Engineering Team Integration
Persistent Systems signed an agreement to integrate over 90 professionals from Estonia-based Concise, establishing delivery centres in Tallinn and Tartu to strengthen its Eastern European nearshore network and AI-led engineering capabilities.
Persistent Systems on June 1, 2026, announced the signing of an agreement to expand its Eastern European presence through the integration of a specialised team of more than 90 professionals from Concise, a Tallinn-headquartered software engineering and IT consulting company.
Subject to closing conditions, the transaction is aimed at strengthening Persistent’s European nearshore delivery network and enhancing its ability to support enterprises in evolving large-scale digital infrastructure and globally integrated operations.
The expansion will establish strategic delivery centres in Tallinn and Tartu, Estonia, broadening Persistent’s Eastern European and nearshore delivery footprint. The company said the move will strengthen capabilities across AI-led product engineering, distributed systems, and cloud-native technologies, while enhancing expertise supporting mobility, Logistics, smart infrastructure, and connected ecosystems globally.
Persistent noted that as enterprises accelerate investments in AI-enabled operations and modern digital infrastructure, demand is increasing for partners capable of modernising core systems, supporting governance requirements, and providing regional delivery capabilities at global scale. The company said it continues to strengthen its position through investments in strategic delivery hubs, advanced platform capabilities, and specialised AI expertise.
The establishment of delivery centres in Tallinn and Tartu is expected to expand Persistent’s European footprint and reinforce its nearshore delivery model for clients across the region. The company highlighted Estonia’s advanced digital ecosystem and deep technology talent base as a strong foundation for supporting AI-led transformation requiring governance alignment and stronger regional engagement. The expansion also aims to strengthen Persistent’s relationship and depth of expertise with a strategic customer in the enterprise mobility segment in the region.
